Dynamic rate tariffs must include time-varying distribution rates reflecting grid constraints, time-varying generation rates based on day-ahead wholesale market conditions for bundled customers, and nonbypassable charges

Mandates that customers retain access to their real-time energy usage data directly from smart meters and through secure application program interfaces, with ability to authorize third-party providers for energy management

Requires the Public Utilities Commission to ensure identical time-varying transmission and distribution rates for both bundled and unbundled customers in the same geographic area, regardless of customer-generator status

Directs the Commission to periodically evaluate and mitigate any cost shifting between participating and nonparticipating customers, with specific attention to impacts on vulnerable residential customers
