Prohibits the State Air Resources Board from adopting any regulation that would add more than $0.02 to the cost of a gallon of gasoline or add $2,000 or more to the cost of building a home

Prohibits the South Coast Air Quality Management District from adopting regulations that would add more than $0.02 per gallon of gasoline, $2,000+ to home construction costs, or $5,000+ to nonresidential building costs

Requires both agencies to submit data to relevant legislative policy committees demonstrating compliance with these cost prohibitions for any proposed regulation

Applies to the South Coast Air Basin, which includes portions of Los Angeles, Orange, Riverside, and San Bernardino counties

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill creates state-mandated costs
