Requires 180 days public notice before any approval of land conveyances, permits, or other documents for building or reusing buildings as detention facilities

Mandates public notice be posted on agency websites, at headquarters, in local newspapers, and broadcast weekly on local radio in the top five languages spoken in the jurisdiction

Requires two separate public meetings with at least 30 business days between them to solicit and hear public comments, with translation services provided

Applies independently to cities, counties, and all public agencies including boards, commissions, and administrative staff, regardless of which entity holds approval authority
