Prohibits school districts from using job order contracting if the district determines it will increase the total project cost

Limits task order procurement contracts and job order contracts to a maximum duration of 5 years for school districts

Requires districts using job order contracting to have project labor agreements covering all public works awarded through job order contracting and other public works exceeding a district-set monetary threshold

Mandates contractors awarded job order contracts over $25,000 commit to using a skilled and trained workforce for apprenticeable building and construction trades work
