Requires all state agencies and departments under the Governor's authority to develop or update strategic plans that use data analysis and inclusive practices to advance racial equity and address identified disparities

Mandates agencies engage with and gather input from historically disadvantaged and underserved California communities when developing strategic plans, and make those plans publicly available

Requires a racial equity analysis before implementing any agency budget or before any regulation takes effect

Racial equity analyses must be performed by the agency's diversity, equity, and inclusion officer, or by an individual with demonstrated expertise in analyzing racial equity impacts of public policies

Amends the existing State Government Strategic Planning and Performance and Review Act by adding Section 11818 to the Government Code
