Increases small claims court jurisdiction from $12,500 to $15,000 for actions brought by natural persons and other specified claims including money damages, delinquent property taxes, writs of possession, and attorney-client fee arbitration disputes

Limits individuals to filing no more than 3 small claims actions per calendar year where the amount demanded exceeds $2,500 (reduced from the previously proposed 6 actions)

Requires filers seeking more than $2,500 to submit a declaration under penalty of perjury confirming they have not exceeded the 3-action annual limit

Maintains existing exemptions for local public entities (cities, counties, school districts) which may file unlimited claims up to $5,000 without the annual filing cap
