Reduces the annual filing limit from 10 to 6 small claims actions per person for cases where the amount demanded exceeds $2,500

Maintains existing exemptions for local public entities (cities, counties, school districts) from the annual filing limit on claims between $2,500 and $5,000

Requires filers seeking more than $2,500 to submit a declaration under penalty of perjury confirming they have not exceeded the 6-case annual limit
