Expands the CalWORKs Recipients Education Program at California Community Colleges to allow program funds to be used for direct aid to meet ongoing basic needs services and resources

Changes the program's stated goal from helping students achieve "long-term self-sufficiency" to achieving "economic mobility"

Allows community colleges to waive the requirement that employers pay at least 25% of workstudy wages, provided the number of workstudy positions does not decrease

Maintains existing special services including job placement, child care, workstudy, instruction, postemployment skills training, and campus-based case management

Requires state reimbursement to local agencies if the Commission on State Mandates determines the expanded services constitute a state-mandated local program
