Extends California's ignition interlock device (IID) requirements for DUI offenders indefinitely, removing the January 1, 2033 sunset date that was previously set to repeal these provisions.

Requires courts to order IID installation for first-time DUI offenders, changing the requirement from discretionary to mandatory.

Expands the definition of IID costs to include program administration, installation, service, maintenance, recalibration, and any other associated costs with the device.

Establishes an income-based fee schedule relative to federal poverty level, requiring IID providers to absorb remaining costs not paid by the offender.

Requires the Department of Motor Vehicles to include additional data in its annual legislative report regarding individuals required to have functioning, certified IIDs installed.
