Requires Governor-declared states of emergency to automatically terminate after 90 days unless the Legislature extends them through a concurrent resolution

Changes the scope of Governor's emergency powers from "police power" to "executive power" vested in the state by the Constitution and laws

Allows the Legislature to extend a state of emergency by concurrent resolution before it expires, either from the initial 90-day period or from a previous legislative extension

Retains existing authority for the Governor to terminate a state of emergency earlier when conditions warrant, or for the Legislature to end it by concurrent resolution
