Requires the California Department of Education to establish a statewide Tier 1 Social and Emotional Learning, behavioral health, and restorative justice education program for students in kindergarten through grade 12

Mandates school districts, county offices of education, and charter schools to implement the program following department guidance

Program supports include social-emotional learning instruction, coping and stress-management skills, positive behavior development, restorative justice practices, and early identification and referral pathways

Implementation funded through existing Children and Youth Behavioral Health Initiative appropriations from the Budget Act of 2025, without creating new entitlements

Requires state reimbursement to local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs
