Establishes the Joint Associate Degree Pilot Program requiring California Community Colleges and California State University chancellors to jointly award associate degrees in general education studies to former CSU students who completed equivalent coursework but never earned an associate degree

Mandates Long Beach Community College District and CSU Long Beach participate in the pilot, with up to three additional community college districts and CSU campuses permitted to join

Requires implementation by July 1, 2027, contingent upon legislative appropriation of funds

Requires a joint report to the Legislature by January 1, 2032 evaluating program effectiveness, including number of degrees awarded disaggregated by student demographics and outcomes

Program becomes inoperative June 30, 2032 and repeals January 1, 2033
