Requires the California Department of Education to create and maintain an online database of special education complaints by January 1, 2028

Database must include all complaints received by the department starting from a specified school year (year to be determined)

Department must add the full hearing record and findings of fact within 30 days of issuing a decision on each complaint

All personally identifiable information must be redacted before documents are entered into the database, consistent with federal confidentiality requirements

Applies to complaints alleging violations of the federal Individuals with Disabilities Education Act (IDEA)
