Prohibits manufacturers of benchtop nucleic acid synthesis equipment from producing, selling, or delivering equipment in California unless they adhere to the federal Framework for Nucleic Acid Synthesis Screening (September 2024 version) issued by the National Science and Technology Council

Prohibits providers of synthetic nucleic acids subject to screening from producing, selling, or delivering those nucleic acids in California without adhering to the same federal framework

Violations are subject to civil penalties up to $1,000 per day, enforceable only through civil action brought by the Attorney General

Authorizes the State Department of Public Health to adopt regulations substituting alternative federal laws, regulations, or guidance documents if they provide equal or greater biohazard protection without imposing unreasonable burdens on manufacturers or providers

Requires the department to submit a report to the Legislature within one year of adopting any new regulations assessing whether protections for California residents from biohazards have been maintained or enhanced
