Requires licensed alcohol/drug recovery facilities, certified treatment programs, and recovery residences (including sober living homes) to submit annual data to the Department of Health Care Services starting January 1, 2028

Mandates reporting of the number of individuals receiving treatment or residing at each facility, whether individuals previously received treatment at similar entities, and the duration of each treatment or residential stay

Requires the Department of Health Care Services to collect the submitted data and publish an annual aggregated report on its website

Prohibits inclusion of personally identifiable information in both submitted and published data, with implementation required to comply with federal and state privacy laws
