Requires the Department of Insurance to develop standardized procedures for selecting contractors and awarding funds under the California Safe Homes grant program for wildfire mitigation work

Covers specific wildfire mitigation categories: vegetation removal within 5 feet of structures, Class-A Wildfire Rated roof construction, noncombustible surfaces/fences, and double-paned windows or fireproof shutters

Mandates contractors pay prevailing wages to construction workers, maintain payroll records per Labor Code Section 1776, and submit certified payroll records to the department biannually on July 1 and December 31

Prohibits contractors from receiving contracts unless they commit to using a skilled and trained workforce for all apprenticeable building and construction trades work

Requires all contractors and subcontractors to hold valid unrestricted licenses, maintain required insurance coverage, comply with workers' compensation laws, and provide documentation of completed work to the department
