Establishes the Beneficial Fire Capacity Program within the Department of Forestry and Fire Protection to expand training, organizational capacity, and support for community-led prescribed burning and cultural fire programs

Requires the department to allocate at least 10 percent of its Greenhouse Gas Reduction Fund appropriations to implement the program

Mandates that at least 25 percent of program funds be awarded to California Native American tribes or tribally led/indigenous-led organizations

Creates competitive grants for beneficial fire implementation, capacity building, research, innovation, and training, with grant terms of five years or more

Requires the department to publish and update information on its website including funded entities, program outcomes such as number of people trained and projects conducted, and estimated funding needs
