Expands the definition of "exempt surplus land" under the Surplus Land Act to include parcels unsuitable for housing development due to specific physical hazards or environmental constraints

Exempts land with slope instability that increases risk of mudslides, landslides, subsidence, liquefaction, or other seismic hazards from standard surplus land disposal procedures

Exempts land included under a FEMA flood hazard determination or located in high/very high fire hazard severity zones as identified by state law

Exempts land containing sensitive ecological habitats, including jurisdictional wetlands or surface water, from the requirement to offer surplus land for affordable housing development

Allows local agencies to dispose of these hazard-prone or environmentally sensitive parcels without following the Surplus Land Act's notice and negotiation requirements with affordable housing developers
