Changes the legal standard for commitment of mentally disordered offenders from "substantial danger of physical harm to others" to "threat of physical harm to others"

Requires prisoners to undergo the Historical Clinical Risk Management-20, Version 3 (HCR-20 V3) assessment, published by Simon Fraser University's Mental Health, Law, and Policy Institute, in addition to any other evaluations deemed appropriate

Applies the new "threat" standard across multiple commitment-related proceedings, including initial parole certification, Board of Parole Hearings determinations, petitions for continued involuntary treatment, and recommitment proceedings

Amends Penal Code Sections 2962, 2966, 2970, and 2972 governing mentally disordered offender treatment and commitment criteria
