Establishes CalCare, a comprehensive universal single-payer health care program covering all California residents regardless of immigration status, with no premiums, deductibles, copayments, or other cost-sharing at the point of service

Creates a 9-member CalCare Board to govern the program, with members appointed by the Governor (4), Senate Committee on Rules (2), Speaker of the Assembly (2), and the CalCare Public Advisory Commission (1), plus the Secretary of Health and Human Services as a non-voting member

Covers a wide range of benefits including medical care, mental health, long-term services and supports, prescription drugs, dental, and home- and community-based services, incorporating standards from Medi-Cal, Medicare, and the Children's Health Insurance Program

Requires the board to seek federal waivers to redirect existing Medicaid, Medicare, and Affordable Care Act funds into the CalCare Trust Fund, which would be continuously appropriated to fund program costs

Prohibits the program from becoming operative until the Secretary of Health and Human Services certifies in writing to the Legislature that the CalCare Trust Fund has sufficient revenue to cover implementation costs
