Expands automatic enrollment options through Covered California (the state health insurance exchange) beginning July 1, 2027, allowing individuals to be enrolled in plans where other household members are already enrolled or in the lowest cost plan for eligible American Indians with reduced cost-sharing.

Authorizes automatic enrollment upon receipt of a complete application through the Statewide Automated Welfare System, in addition to existing enrollment triggers when transitioning from other insurance affordability programs like Medi-Cal.

Requires Covered California to provide enrollment notices before the individual's effective coverage date, including instructions on how to activate coverage by paying the premium or opting in if no premium is due.

Preserves enrollee rights to select a different plan, decline enrollment entirely, or appeal previous coverage decisions, with information about these options required in the notice.

Sets premium due dates no sooner than the last day of the first month of enrollment to give individuals time to make payment decisions.
