Authorizes first responders (as defined in Government Code Section 8562) to operate off-highway vehicles on public highways when providing emergency response services or performing official departmental duties

Expands existing law that already permits peace officers to drive off-highway vehicles on highways during emergency response situations

Off-highway vehicles must be properly identified and issued a plate or device pursuant to Vehicle Code Section 38160

Requires no state appropriation and has no fiscal impact according to the legislative analysis
