Requires cities and counties, upon updating two or more general plan elements on or after January 1, 2028, to review and update land use, circulation, housing, safety, and environmental justice elements to address local childcare needs

Establishes a goal of ensuring every family has access to quality, convenient, safe, and affordable childcare for children up to 12 years old, including those with exceptional needs and diverse linguistic/cultural backgrounds

Encourages locating childcare services near housing, transportation, and employment centers, and calls for revising zoning ordinances to streamline permitting for family daycare homes and daycare centers

Requires childcare to be included in public safety planning as a sensitive receptor, as well as in emergency preparedness, disaster planning, and climate adaptation strategies

Applies to all California cities including charter cities, with no state reimbursement required as local agencies may levy fees to cover implementation costs
