Amends the California College Promise fee waiver eligibility to allow students who earned a certificate as part of a course sequence leading to an associate degree to remain eligible for the two-year tuition waiver

Currently, students who have previously earned any degree or certificate from a postsecondary institution are disqualified from the California College Promise fee waiver program

The California College Promise provides fee waivers for up to 2 academic years for first-time and returning community college students enrolled full-time (12+ semester units) who submit FAFSA or California Dream Act applications

Requires a majority vote, involves fiscal committee review, and does not require a state appropriation
