Requires the California Health and Human Services Agency to complete a feasibility study on establishing a state permanent disability certification program that would provide a single certification confirming an individual's permanent disability for use across multiple government services

Addresses the problem of Californians with permanent disabilities being repeatedly required to reverify the same condition across multiple government programs, causing administrative burdens and service interruptions

Study must analyze fraud detection capabilities, privacy protections, technological limitations, and compatibility with existing federal, state, and local programs

Agency must consult with stakeholders including independent living centers, disability-led organizations, and county agencies, and submit a report to the Legislature by July 1, 2028

Provisions take effect upon appropriation by the Legislature and are repealed on January 1, 2032
