Establishes the C.R.I.S.E.S. Grant Pilot Program 2.0, administered by the Department of Social Services, to fund community-based alternatives to law enforcement for crisis response situations unrelated to fire or emergency medical services

Requires grants of at least $250,000 per year to eligible community-based organizations, with all grants awarded by January 1, 2028; law enforcement agencies and their partners are explicitly ineligible

Creates a stakeholder workgroup including emergency medical practitioners, public health professionals, crisis survivors, and survivors of police brutality to help select grantees and oversee implementation; current/former law enforcement officers are prohibited from participating

Reestablishes the Community Response Initiative to Strengthen Emergency Systems Program Fund, with administrative costs capped at 5% of appropriated funds

Program becomes inoperative on June 30, 2031, and repeals on January 1, 2032, with a public report on outcomes required six months after the program ends
