Requires the State Fire Marshal's Wildfire Mitigation Advisory Committee to develop a voluntary home hardening certification program by January 1, 2028

The certification program will identify home hardening measures, including defensible space, that homeowners can implement during renovation or property improvement projects to reduce fire loss risk

The program aims to bring existing homes into alignment with California Building Standards Code requirements for wildland-urban interface areas

The committee must provide recommendations on: which agency should manage the program, qualifications for home inspectors, certification validity period, and implementation steps

Authorizes the Office of the State Fire Marshal to use funds from the Building Standards Administration Special Revolving Fund (upon legislative appropriation) to develop the program
