Declares legislative intent that access to early care and education is essential to children's development, family stability, workforce participation, and educational equity

Prohibits the bill from being construed to limit existing civil rights protections or to require disclosure of immigration or citizenship status except where explicitly required by law

Amends Civil Code Section 51 to ensure childcare providers are subject to the same anti-discrimination requirements as other business establishments
