Allows zero-emission transit buses to operate with higher axle weight limits than the standard 22,000-pound maximum through December 31, 2031

Establishes a tiered weight schedule: 25,000 pounds for buses solicited in 2027; 24,000 pounds for 2028-2029; 23,000 pounds for 2030-2031; returning to 22,000 pounds for solicitations on or after January 1, 2032

Accommodates the heavier battery systems in zero-emission buses while maintaining a gradual reduction as battery technology improves

Amends Vehicle Code Section 35554 to add these provisions alongside existing weight exemptions for articulated and zero-emission transit buses from earlier procurement periods

Requires no state appropriation and has no fiscal committee review requirement
