Requires the Department of Transportation (Caltrans) to submit annual reports on surplus state lands, explicitly including it among agencies subject to existing reporting requirements

Expands reporting criteria to include land not being used by any state agency, regardless of whether the agency is prepared to dispose of it by sale or otherwise

Mandates that annual surplus land reports include the market value of all properties reviewed by each agency

Requires the Department of General Services to submit a report to the Legislature by January 1, 2031, containing information on underutilized and unused land reported by state agencies

Report requirement sunsets on January 1, 2035
