Los Angeles Superior Court may order any civil case into mediation regardless of the $75,000 amount-in-controversy limit that will apply statewide starting January 1, 2027

All cases ordered to mediation receive up to 3 hours of no-cost mediation services through a court-sanctioned program, with parties permitted to appear remotely

Mediation orders cannot delay trial dates or serve as grounds to continue any expedited procedures

Court must submit annual reports to the Assembly and Senate Judiciary Committees beginning January 31, 2028, detailing number of cases mediated, trial delays, and settlement outcomes

Provisions expire January 1, 2032, and are justified by Los Angeles Superior Court's 67% increase in civil filings since 2022
