The court must submit annual reports to the Assembly and Senate Judiciary Committees beginning January 31, 2028, detailing the number of cases ordered to mediation, trial delays, and settlement rates

The special statute is justified by Los Angeles Superior Court's 67% increase in civil filings since 2022 and its available mediation resources

These provisions automatically sunset on January 1, 2032
