Creates a new pathway for individuals with dental degrees from non-accredited foreign dental schools to obtain a registered dental hygienist license in California

Requires applicants to submit verification from Educational Credential Evaluators confirming their degree is equivalent to a Doctor of Dental Surgery or Doctor of Dental Medicine from an accredited U.S. program

Mandates passing three examinations: a clinical dental hygiene or dental exam (from WREB or ADEX), the National Board Dental Hygiene or Integrated National Board Dental Examination, and California law and ethics exam

Requires completion of specific coursework including a 2-unit Dental Practice Act course, an 8-unit infection control course, and training in gingival curettage, nitrous oxide analgesia, and local anesthesia

All requirements must be completed within the 3 years preceding the license application, along with current basic life support certification
