Requires social workers to assess the safety of a minor's custodial home when the minor files their own petition to commence juvenile court proceedings while residing in a residential facility for children and youth

Mandates juvenile courts review and decide within 14 days when a minor applies on their own behalf for court review after a social worker declines to file a petition

Expands eligibility for nonminors under age 21 to petition for dependency jurisdiction by removing the requirement that former guardians or adoptive parents no longer receive benefits on the nonminor's behalf

Requires suspension of Kin-GAP, AFDC-FC, or adoption assistance payments when a nonminor enters a voluntary reentry agreement, until the court either declines jurisdiction or terminates dependency jurisdiction

Authorizes the Department of Social Services to implement these changes through all-county letters until January 1, 2028
