Prohibits health care service plans and health insurance policies from requiring step therapy before authorizing coverage for prescription drugs used to treat mental health or substance use disorders

Applies to contracts issued, amended, or renewed on or after January 1, 2027

Exempts situations where FDA-labeled drug indications require prior medication as part of the treatment protocol

Excludes dental-only, vision-only, and Medicare supplement plans from the step therapy prohibition

Applies to Medi-Cal managed care plans only if federal approvals are obtained and federal financial participation remains available
