Establishes the California Women's Preapprenticeship and Stipend Program within the Labor and Workforce Development Agency to award competitive grants to organizations providing preapprenticeship training for women entering registered apprenticeship programs or skilled trades

Appropriates $50,000,000 from the General Fund for the program, with funds continuously appropriated until exhausted

Grant funds must be used for direct participant stipends to offset lost wages, training costs, supportive services (childcare, transportation, case management), and job placement assistance

Prioritizes programs serving low-income women, single parents or primary caregivers, unemployed or underemployed women, and residents of communities with high poverty or unemployment

Requires grantees to report outcome data including enrollment numbers, stipend distribution, apprenticeship placement rates, and retention outcomes at 6 and 12 months
