Requires any perforation, hole, window, or other opening in mail ballot identification envelopes to be located at least one-half inch from any fillable field on the ballot when properly inserted

Defines "fillable field" as any voting target or area where voters mark their vote, write in candidates, or indicate voting preferences

Directs the Secretary of State to adopt implementing regulations covering envelope and ballot alignment standards, testing procedures, and compliance certification requirements

Applies to all elections conducted on or after January 1, 2028

Creates a state-mandated local program requiring reimbursement to local agencies for implementation costs if determined by the Commission on State Mandates
