Allows individuals to submit whistleblower complaints to the California Privacy Protection Agency regarding violations of the California Consumer Privacy Act (CCPA)

Eligible whistleblowers would receive 15-33% of administrative fines collected from enforcement actions or settlements resulting from their complaints

Creates the Consumer Privacy Whistleblower Subfund within the Consumer Privacy Fund to hold and distribute whistleblower awards and attorney's fees

Requires whistleblowers to be represented by an attorney and declare under penalty of perjury that submitted information is true; permits anonymous complaints with attorney certification of the whistleblower's identity

Provides anti-retaliation protections for employees, contractors, or agents who file complaints, including reinstatement, double back pay, and attorney's fees for those who experience workplace discrimination
