Deems color additives, food additives, and dietary ingredients unsafe in food for humans if found to induce cancer in humans or animals

Requires food additive manufacturers to submit notices to the California Department of Public Health starting July 1, 2027, with the department issuing or denying licenses based on safety reviews that consider factors including whether substances are banned in other jurisdictions

Mandates packaged food manufacturers with over $1 million in annual sales to disclose to the department by July 1, 2027 all ingredients not individually listed on product labels, including flavors and spices identified by name and chemical identifiers

Creates a public searchable database for food additive notices and ingredient disclosures, with an interim progress report due to the Legislature by July 1, 2028

Requires the department to reassess safety of at least 10 food additives, color additives, or dietary ingredients every three years starting July 1, 2030, with small businesses (100 or fewer employees) exempt from the additive licensing requirements
