Lowers the court-approved voting threshold from more than 50% to more than 37% for amending HOA declarations in senior citizen housing developments with over 6,000 units, where more than 25% of units are occupied by owners less than six months per year, more than 25% are tenant-occupied, and the declaration has not been amended in at least 35 years

Allows HOA associations or individual members to petition superior court to reduce the percentage of affirmative votes needed to amend a declaration when the existing threshold exceeds 50%

Requires courts to find that proper notice was given, balloting followed governing documents and law, and a reasonably diligent effort was made to allow all eligible members to vote before approving reduced thresholds

Mandates that approved amendments be recorded in every county where the development is located and that the association deliver copies to all members within a reasonable time after recording
