Amends Health and Safety Code Sections 18930 and 18940.5 to enforce stricter documentation requirements for state agencies submitting building standards for approval

Applies to all building standards adopted or proposed by state agencies before they can be codified into the California Building Standards Code (Title 24)

Makes conforming, non-substantive changes to update statutory cross-references and formatting within the existing building standards approval framework
