Creates an exemption for alternative fuel retrofit systems that convert light-duty or medium-duty gasoline vehicles to dual-fuel vehicles capable of running on gasoline or E85 (83% ethanol, 17% gasoline)

Requires the retrofit system to be certified by the U.S. Environmental Protection Agency as a clean alternative fuel conversion system under the federal Clean Air Act

Prohibits the California State Air Resources Board from requiring additional state certification, executive order approval, or testing for EPA-certified E85 retrofit devices

Protects sellers and distributors of E85 fuel from civil, administrative, or criminal liability for supplying fuel to vehicles equipped with qualifying retrofit devices

Legislative findings note E85 has been $1.50 to $2.00 per gallon cheaper than gasoline and that E85 sales increased tenfold between 2014 and 2024
