Requires the Department of Justice to establish certification standards for firearm blueprint detection algorithms by July 1, 2027, and begin certifying algorithms that can identify 3D printing files for firearms or illegal firearm parts by January 1, 2028

Mandates that 3D printer manufacturers submit attestations confirming their printers sold in California are equipped with certified firearm blocking technology by July 1, 2028, with the DOJ publishing a compliance list by September 1, 2028

Prohibits the sale or transfer of 3D printers in California that lack certified firearm blocking technology beginning March 1, 2029, with civil penalties up to $25,000 per violation

Creates a misdemeanor offense for knowingly disabling, deactivating, or circumventing firearm blocking technology on a 3D printer with intent to manufacture firearms or sell modified printers

Exempts printers sold exclusively to licensed firearms manufacturers, law enforcement agencies, and industrial companies (aerospace, biomedical, automotive) not selling on the consumer retail market
