Establishes the California-Ireland Trade Commission within the Governor's Office of Business and Economic Development as an advisory body to promote bilateral trade and investment between California and Ireland

Commission will consist of seven members: one Senator, one Assembly Member, and five Governor appointees including representatives from higher education, a statewide trade organization, and the Irish American community

Commission purposes include advancing trade and investment, promoting business and academic exchanges, encouraging mutual infrastructure investment, and initiating joint policy action between California and Ireland

Requires annual reports to the Governor and Legislature with findings and recommendations, due by February 1 each year, with reporting requirement ending after the February 1, 2031 report

Contingent on legislative appropriation and availability of sufficient nonstate funds; members serve without compensation but may receive expense reimbursement
