Secretary of the Natural Resources Agency must convene a Coastal Resilience Permitting Working Group to develop a Coastal Resilience Permitting Roadmap for projects along California's coast and San Francisco Bay

The Roadmap must be submitted to the Governor and Legislature by January 1, 2028, with recommendations for administrative reforms and legislative changes to accelerate permitting timelines

By April 1, 2027, the California Coastal Commission and San Francisco Bay Conservation and Development Commission must establish a Coastal Resilience Permit Advisory Group including state agencies, local governments, ports, tribes, and public stakeholders

The Working Group must include representatives from 13+ agencies including the Coastal Commission, Department of Fish and Wildlife, State Lands Commission, and Regional Water Quality Control Boards

Required recommendations include unified permit applications, standardized mitigation requirements, expanded use of general permits, workforce assessments, and funding options for regulatory staffing to address recruitment and retention challenges
