Requires the district's proposal to demonstrate regional labor market demand, lack of availability at regional public universities, and evidence of collaboration with universities through transfer agreements, articulation pathways, or shared facilities

Mandates the Legislative Analyst's Office conduct an interim evaluation by July 1, 2030, assessing workforce demand trends, completion rates, and impact on underserved students

Requires a final evaluation by July 1, 2034, examining enrollment data, workforce outcomes, job placement rates, time-to-degree, and recommendations for program expansion or amendment

Contains a sunset provision repealing the program authorization on January 1, 2035
