Expands the definition of "for-hire vessel" from vessels carrying more than 3 passengers for hire to vessels carrying one or more passengers for hire, broadening regulatory requirements

Requires all vessels using California waters to be registered with the Department of Motor Vehicles, to the extent permissible under federal law, expanding beyond current requirements for undocumented vessels only

Creates a new infraction (fine up to $15) for vessel operators who fail to display a ski flag to indicate a swimmer in the vicinity of the vessel

Prohibits courts from staying, suspending, or dismissing proceedings for vessel operators charged with operating under the influence of alcohol or drugs to allow participation in treatment programs prior to conviction

Authorizes peace officers trained in vessel accident investigation to issue written notices to appear when they have reasonable cause to believe a boating law violation contributed to a vessel accident
