Prohibits state agencies and local governments, including charter cities, from adopting or enforcing any rule, regulation, or ordinance that directly or indirectly bans gas appliances in residential or nonresidential buildings

Bars cities and counties from modifying California Building Standards Code provisions in ways that prohibit natural gas use in residential units

Requires the California Building Standards Commission to reject any local building standard modifications that would prohibit natural gas use in residential units

Applies to all cities statewide, including charter cities, as the Legislature declares this a matter of statewide concern rather than a municipal affair

Amends Health and Safety Code Sections 17958.5 and 17958.7 and adds Government Code Chapter 15 (commencing with Section 66347)
