Creates the CalFresh and WIC Contingency Fund within the State Treasury to maintain nutrition benefit continuity during federal government shutdowns or appropriations lapses

Authorizes the State Department of Public Health to obtain temporary loans, lines of credit, or short-term financing (with Director of Finance approval) to keep WIC services running during federal funding disruptions

Requires both administering departments to seek federal reimbursement for contingency expenditures, with reimbursements used first for loan repayments then to restore the fund's balance

Mandates a joint report to the Legislature and Department of Finance within 60 days after a funding lapse, detailing duration, amounts spent, individuals served, and reimbursements received

Provisions become inoperative on January 20, 2029, and are repealed January 1, 2030, with remaining unencumbered funds reverting to the General Fund
