Authorizes safe-surrender sites to voluntarily install "infant safety devices" — climate-controlled boxes that lock automatically, maintain surrendering parent anonymity, and have dual alarm systems alerting staff when a child is placed inside

Requires sites with infant safety devices to visually check the device at least twice daily and test the alarm system at least once per week

Extends legal protection from child abandonment prosecution to parents who place infants in an infant safety device, not just those who surrender directly to personnel

Applies to minor children 72 hours old or younger surrendered at designated hospitals, county-designated locations, or fire agency sites staffed 24 hours a day

Limits liability immunity for safe-surrender sites by excluding coverage for gross negligence or willful misconduct (current law only excludes medical malpractice)
