Establishes the Moreno Valley-Perris Childcare Special District as a dependent special district to expand childcare capacity through universal childcare programs, including home-based and center-based care available 24 hours per day, seven days per week

District boundaries include the incorporated areas of Moreno Valley and Perris, plus their officially adopted spheres of influence as determined by Riverside County LAFCO

Creates a 5-member governing board with appointments from the City of Moreno Valley, City of Perris, Val Verde Unified School District, Moreno Valley Unified School District, and Perris Elementary School District

Requires the district to contract with or employ only union childcare workers (where such unions exist) and authorizes services for children 10 years of age and younger

Mandates voter approval for long-term funding mechanisms; initial startup funding may come from the appointing entities
