Removes the word "lay" from the qualifications for California State University Board of Trustees members, changing the requirement from "outstanding lay citizens" to "outstanding citizens" of California

Allows individuals who may have professional affiliations with higher education to be eligible for appointment to the 25-member board

Maintains all other existing board composition requirements, including 5 ex officio members, 16 gubernatorial appointees confirmed by the Senate, one alumni representative, 2 student members, and one faculty member

Requires no appropriation and passes with a majority vote; referred to Fiscal Committee
